Berawa Zoning Explained
A block's colour decides whether you can build a home, run a nightly rental, or nothing at all. Here is how Berawa's zoning actually works, who enforces it, and what the recent record shows.
Badung's Zoning Comes With Full Coverage
Most of this beach-club strip falls under Kecamatan Kuta Utara, with Desa Tibubeneng as the local administrative unit. The zoning authority is the RDTR Kuta Utara, brought into force through a Peraturan Bupati and run day to day by Badung's public-works office, Dinas PUPR, with applications routed through the national OSS licensing portal like anywhere else in Indonesia.
That matters because Badung is reported at 100% RDTR coverage, meaning every parcel in the regency carries a mapped, checkable zone, per a 2024 zoning guide. Compare that to regencies where only part of the map has been surveyed in this detail, and a Berawa buyer is in a stronger position from the start.
What Pink, Yellow and Green Mean Here
None of those colours appear anywhere in the actual regulation text. Agents invented the shorthand, and it maps back to specific numbered clauses in the province's 2023 spatial-planning law, laid out here so you can check which one applies:
| Agent colour | Clause | Official zone name | What it allows |
|---|---|---|---|
| Pink | Pasal 95 | Kawasan Pariwisata | A villa and its nightly rental |
| Yellow | Pasal 96 | Kawasan Permukiman | A home, with nightly letting needing separate sign-off |
| Green | Pasal 90 | Kawasan Pertanian, Kawasan Lindung | Nothing built at all |
Ask a seller for the clause number behind whatever colour they quote you, not just the word itself.
The Coastal Setback Along This Beach
NusaBali's reporting on the draft plan for Kuta and Kuta Utara puts the coastal buffer at 100 metres from the shoreline, restricting what can be built close to the sand along Pantai Berawa. A separate provincial law, effective 4 March 2026, protects public and customary access to Bali's beaches and bars any business from blocking that access, though it stops short of setting its own metre-based setback figure, per Antara News Bali.
One Regency-Wide Case Sets the Tone
This research turned up no enforcement action tied specifically to Berawa itself. Further south at Uluwatu, though, a different site in Badung shows what happens once a violation is confirmed: a surprise inspection on 21 July 2025 led to 48 buildings coming down there, none of them ever permitted on ground designated as green, protected land. Roughly 170 workers were left without jobs and nobody received a payout, per Bali's provincial government and a follow-up report from Bukit Vista.
It is not a Berawa case, but it is a real answer to what "green means no building" actually costs someone who ignores it.
How to Check Your Own Block
A PBG is Berawa's mandatory building-approval permit, the successor to the old IMB, and construction cannot legally start without one; the SIMBG portal handles that application, and an SLF then certifies the finished structure once building wraps up. A notary or PPAT should confirm your plot's zone before you sign anything, since the PBG process depends entirely on which zone the RDTR places your land in.
Get your specific plot checked before you sign a thing:

Regulations, tax treatment and capital requirements have changed repeatedly through 2025 and 2026. Take advice from a qualified Indonesian notary, an independent lawyer and your own tax adviser before committing funds.
Frequently Asked Questions About Zoning
Who Sets the Zoning Rules for Berawa?
The RDTR for Kuta Utara, issued via a Peraturan Bupati Badung, sets the parcel-level zone. Dinas PUPR Kabupaten Badung administers it, and applications run through the national OSS licensing system rather than a separate local office.
Are Pink, Yellow and Green Official Zoning Terms?
No. They are agent shorthand mapped to Pasal 95, 96 and 90 of Perda 2/2023, the regulation setting Bali's province-wide zoning. That law never uses those colour names itself, so ask for the Pasal number, not just the colour.
How Wide Is the Coastal Setback Near Berawa?
NusaBali's reporting on the RDTR for Kuta and Kuta Utara puts the coastal buffer at 100 metres. A separate 2026 provincial law protects public and customary access to the coast but does not set its own metre figure.
Has Badung Ever Demolished an Unpermitted Building?
Yes, at Bingin Beach in Uluwatu, a different Badung site, where inspectors tore down 48 unpermitted buildings on 21 July 2025 after finding none had ever held a permit on land zoned as protected green space. Nobody was compensated, per Bali's provincial government.
Does Badung Have Full Zoning Coverage?
Yes. Badung is reported at 100% RDTR coverage, meaning parcel-level zoning exists for the whole regency, unlike some Bali regencies where only part of the map is mapped in this level of detail.
What Permit Do I Need Before Building on My Block?
You need a PBG, the building approval that replaced the old IMB nationally, processed through the SIMBG system, with an SLF certificate issued once the finished building meets standards. Confirm the zone with a notary first.
